Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are released from multiple capitals. Immense energy is allocated on managing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "peace".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a capability afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's missile defense thundered: several firings fired to intercept a incoming threat. This was a modern interception technology at work, probably provided by partner states. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly transforms into sober acceptance: perhaps the incoming missile won't hit its mark this time, protecting urban areas from ruin and further power outages.
Continuous Dangers
Following this, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv faced the morning news: seven people killed, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a dependence that regional partners are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from Washington provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This trend will, undoubtedly, continue.
Strategic Calculations
It is easy to blame specific actors of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington works based on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is unrealistic to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, Washington does little to deter Moscow, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a complete military breakdown until conditions improve in its favour.
Present Conditions
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: personal goals to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their objective will now be much harder after current events, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
