Trump's Woke Alarm Overlooks Europe's Real Threat: Technological Stagnation.

The recent US security policy document presents a misguided view of the European Union. It claims that unrestrained immigration and what it terms "woke" agendas represent an grave risk to European civilization. However, this argument is based on a serious misreading of the reality. The actual challenge confronting Europe is not cultural but economic and technological backwardness.

The Stark Growth Divide Between Europe and the US

Statistics paint a stark picture. Between 2008 and 2023, US GDP surged by 87%, compared to a paltry 13.5% growth for the European Union. Over this period, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a greater average income than major European economies like Italy and France.

Today, roughly half of the world’s top fifty technology firms are US-based, while a mere four are European.

The Technological Deficit: The Core Question

The growing disparity is driven by stronger efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The scene of global tech leadership is decidedly American. In the last five decades, hundreds of American startups have grown into enterprises valued at more than ten billion dollars, compared with just 14 in Europe.

This disparity raises a pressing question: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe positioned? Experts widely agree it is largely a two-horse race between the US and China, with European nations entering at a clear disadvantage.

Root Causes of the Continent's Innovation Gap

Several major factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for financing new ventures. The EU has yet to establish a true capital markets union, which limits the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder Europe. A American entrepreneur can introduce a service under a single regulatory framework to access a market of over 330 million. The EU, despite a bigger population, is split among twenty-seven different national systems, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically viewed with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has eroded its ability in pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these challenges, there are reasons for hope. European leaders are growing more conscious of the existential challenge and have started to advance serious reform. Notable analyses on EU competitiveness and the internal market point to the need for sweeping changes.

Given appropriate policies and rule changes, these assets could support far greater levels of business-led breakthroughs.

The continent retains considerable advantages: high-quality human capital, excellent education systems, and world-class labs. Alongside a large internal market and high savings rates, these elements have the potential to unleash a new wave of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in creating cutting-edge technologies, it can still dramatically increase economic output by adopting and adapting advancements from elsewhere.

A Critical Juncture

Europe now stands at a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, the continent's slide in innovation has been steady. However, if it fails to take bold steps to address its deep-seated problems, today's slow erosion could turn into a sudden and irreversible loss of world influence.
