The United Kingdom and the United States have hammered out a landmark commercial pact that will maintain no tariffs on UK pharmaceutical products going into the US market.

Agreement Details of the Deal

Under the terms of the agreement, the UK has agreed to boost spending on drugs through the public health system. This move guarantees that tariffs on these vital exports will be held at nothing for a timeframe of the next three years.

This deal comes after previous warnings to significantly raise tariffs on patented drug imports, with figures floated as high as 100%.

"This agreement between the UK bolsters the global environment for innovative medicines and introduces long-overdue fairness to American-British pharmaceutical trade," a release said.

Trade Significance

Medicines constitute one of the Britain's largest export categories to the US, which is by far the largest market for leading companies like GSK and AstraZeneca.

Statistics reveal that in the 12 months leading up to last September, the UK exported pharmaceutical products valued at £11.1bn to the US. This amount made up 17.4% of British export trade in that timeframe.

"This guarantee secures jobs, stimulates investment and paves the way for the UK to establish itself as a international leader for life sciences," the Business and Trade Secretary stated.

Specific UK Commitments

The agreement entails several specific changes from the British government:

  • Higher Cost Ceiling: The UK will lift the price threshold at which it considers new medicines to be prohibitively costly by twenty-five percent.
  • Boosted Medicine Funding: There is a target to double total NHS spending on treatments from 0.3% of the national economy to 0.6% over the coming ten years.
  • Payback Limit: The percentage manufacturers must refund to the NHS to stay within budget will be limited at 15%. In the past, refunds were more than twenty percent.

Recent Tensions

The deal takes place against a ongoing row between the sector and the UK government over medicine costs and regulatory access.

These tensions were exacerbated by arguments that American customers were paying several times more for the equivalent treatments than patients in the Britain and the EU.

Recently, several major manufacturing plans in the UK have been paused or scrapped, while multi-billion-dollar investments have been announced toward American operations.

One official acknowledged that the NHS must increase expenditure on drugs, noting that its expenditure on drugs had shrunk as a proportion of its overall budget over the previous ten-year period.
